In its previous life, this is a workshop tester/restorer built into a clamshell case for cathode ray (CRT or TV) tubes that have become dim by being left on for too long. It actually makes for quite a stylish portable prop in it own right for field scientific work or research. It's possible to make the meters move by linking out some of the connections to make it look like it's doing something.
